    The Texas Department of Transportation plans to build new frontage roads for Interstate 10 between Executive Center and Sunland Park, officials said Tuesday. TxDOT District Engineer Bob Bielek said Albuquerque-based developer Geltmore Aldea, LLC agreed to donate fill material for an access way to I-10, and will seek an Army Corps of Engineers permit that will help to advance the $25-million frontage road project.
