    A four-story, 292-bed privately-owned student apartment complex received final approval to be built near the University at Albany campus. The development at 1475 Washington Ave. has cleared the city's board of zoning appeals and planning board, said Donald Zee , attorney for the Maryland-based developer, Grant Ventures LLC. The construction will proceed quickly, with the goal of opening by August 2016, said John Grant , an architect in Baltimore and principal of Grant Ventures LLC. The property is near Exit 2 of Interstate 90. Upgrades will be done at the intersection to ensure the safety of students crossing the busy road to and from campus.
